After months of talks, Chief Executive Matthias Mueller is hopeful that 430,000 US cars previously fitted with 'cheat' technology could now meet emissions standards with the new system.
The proposal to the Environmental Protection Agency (EPA) will include the repurchase of some of the affected cars, although the company has not provided any details.
Germany's Sueddeutsche Zeitung newspaper estimates there could be as many as 115,000 US vehicles bought back by the German manufacturer.
According to media reports, the emissions cheating has been described by the company as a "huge mistake."
