API 1509 revisions approved


The American Petroleum Institute (API) has revised 1509 provisional licencing requirements.

The US regulator may grant a provisional licence to oil marketers as and when engine tests for car motor oil specifications become unavailable for candidate oil testing. Previously, under API 1509, the Institute could only invoke provisional licencing one test at a time.

Kevin Ferrick, senior manager of API’s Engine Oil Licencing and Certification System (EOLCS explained that the latest revisions will allow API to consider provisional licencing when more than one test is considered "unavailable" or "out of control".

The candidate engine oil must meet all other API licencing requirements except for the test or tests themselves that are considered to meet the criteria.

The licencee will be given at least six months to obtain a passing result on the specific test or tests, but more time may be given if various factors mean the need for a longer testing period.
